Most carriers don't issue you a public IP address, they're some variety of an internal IP that goes through a gateway to reach the internet (typically done through a variety of NAT), so in addition to a server app you'd need a VPN interface with a public IP to latch onto.

I listen to music- used to scrobble until last.fm was bought by CBS. I thought it would be a cool idea to run a *cast server from my phone, which would stream whatever I'm listening to at a maximum reasonable quality to whoever tunes unto my station. Also since I own a domain thought it would make sense to resolve http://mydomain.com/cast to my station.

How would I do this, with FOSS software? because that's just how I run.

It would be easier to get a host on AWS and stream music to your phone from it. Then you'd just need to have other people stream as well. Of course you'd get shut down by the RIAA or the equivalent in your country once they found out you didn't have a license, but that'd happen either way.

Without a public IP nobody on the internet can talk directly to your phone.

Yes. Just root your phone or use Termux and you can have pretty much any server running on your phone.
If you want to make it visible to the internet you will require a non-carrier connection tho, either wifi or cable, since I doubt carriers give public IP.
Or if you have a device with public IP already you can set up a SSH tunnel between them.
