That has a contract year 2000 (the small 00 in the tail number), so it's a block 50 USAF "Fighting Falcon" C variant. "Viper" is the just a (popular) nickname for the platform in general similar to how "Warthog" is used for the A-10 platform.

No it's not, at least not for the next few years, because it's the main power projection at the sea and without the sea you have no way to transport your fucking bombs and troops anyway, because they cannot do all of the attacks plainly from air. Well maybe they can, I'm no general actually.
